Un individuo llamado Carlos Alberto Román reyes fué quien llevó el proceso y solo logró que se atrasara el proceso y hubo la necesidad de volver a sacar nueva documentación porque se vencieron.
Hubo mucha perdida de tiempo y dinero.
A la fecha no se ha terminado el proceso.
