★ ★ ★ ★ ★ The Banco de Bienestar is often the best guarded place in town. You wonder, what do they keep inside them to require a large military presence out front. I wandered into a major military operation of milling about early one morning while walking down an almost empty street. The soldiers sat and stood about well armed. The people of the neighborhood had turned out to watch the soldiers mill about, so it was a matter of two groups staring each other down without interest or purpose.
