Desde 1914 el Gral. Francisco Villa había ordenado que se construyera el monumento a Don Benito Juárez, la Plazuela Juárez y un edificio para Presidencia Municipal, el que se dificultaba su terminación por cambios políticos. Ya para febrero de 1921 fue inaugurado el edificio de la Presidencia Municipal de Torreón, de una sola planta y sótanos, así como la Plazuela Juárez, con sus bancas donadas por particulares, donde se inscribía su nombre, siendo Alcalde el Gral. Celso Castro, quien fue asesinado. Siendo Presidente Municipal de Torreón el Sr. Aurelio Rodríguez (1930) se remodeló la Plazuela Juárez, a la que se le dotó de kiosco, dos fuentes de mosaico, bancas y postes de alumbrado de mosaicos. Es un monumento muy bonito, con una llama que se mantiene encendida. Un lugar con mucha historia.
