When this facility was built it was part of an integral living concept on which people could find a social meeting place without leaving their surroundings. And on 80's and part of 90's this facility worked quite well and at some level it still works for social events today. Facility stills works well in accordance to its conception two well spaced ball rooms with kitchen services and bathrooms that host either political rallies, community meetings, parties or cinema sessions which was one of this main original purposes. However time has been cruel with this very important idea. The economical depressed zone on which it is located, the over population, poor maintenance and insecurity of the neighborhood plus the lack of appropriate parking lot have ignited some of the struggles of the facility. Nevertheless is not a bad place for the locals and for early events and week by week is always in use. Another bad take is the lack of class and attention from the administration which are in a hurry to get the events finalized.
