★ ★ ★ ★ ★ Recomendable hacer cita, evitas largas filas y haces cinco minutos para todo el proceso. Vi a mucha gente haciendo fila en el sol, así que para mi seria mucho mejor la cita. Lo malo es que tardas hasta 5dias en que te la den y no tienes opción para elegir la hora pero aun así puedes anticiparte

★ ★ ★ ★ ★ Ya no es en este lugar, hoy 25 de octubre 2019 fui y efectivamente ya no es aquí; se cambiaron a 5 cuadras del metro Normal.
Pero hay otra cosa..!!, no te darán la carta a menos que sea requisito indispensable para entrar a una instancia de gobierno, policia de la SSC ó seguridad privada bajo UNA PETICIÓN ESCRITA O IMPRESA DE LA MISMA INSTANCIA, si nooo, no te la dan OJO....!!!

ACTUALIZADO FEBRERO 2017
Vayan esperando hacer, según la cantidad de gente, entre 2 y 4 horas de espera.
Requisitos:
Identificación Oficial con Fotografía (Credencial para votar, pasaporte o cédula profesional)
Acta de nacimiento actualizada (Cualquiera que sea original y legible, sin enmendaduras o tachaduras)
Comprobante de domicilio (No mayor a 3 meses, Agua, luz, teléfono, gas, predial)
LOS 3 DOCUMENTOS EN ORIGINAL.Y COPIA
Lleven bolígrafo tinta negra para llenar el formato que les darán adentro y firmar de recibido su carta de antecedentes no penales
Horario de 9 a 4:30, la fila baja bastante entre 3:30 y 4:30, a las 4:30 cierran la puerta y ya no hay acceso.

★ ★ ★ ★ ★ Asistí sin cita y me formé a las 7:25 a.m. Antes de las 8 comenzó a avanzar la fila; una vez dentro no tardé más de 15 minutos en el trámite y salí a las 8:30. Hay que llevar todos los requisitos completos y a la mano. El personal es muy atento.

★ ★ ★ ★ ★ El trámite no tiene costo, están muy bien organizados los federales y aunque haya gente es muy rápido el trámite sin cita.
Recomendaciones: llevar boligráfo porque llenas un formato, llevar copia de acta de nacimiento (actualizada), ine y comprobante de domicilio (no te aceptan el de izzi).
Mi acta estaba rayada de una letra, ni si quiera yo lo había notado y no me la aceptaron, fui a Lumen que está cerca de ahí pero para imprimirtela necesitas tarjeta de débito o crédito, por lo que fui al Kiosko de la tesorería ubicado en Plaza Acoxpa que queda a 20 min de ahí, me la dieron en 20 min y regrese aca a realizar mi trámite.
Ya no te formas te dan tu folio y pasas directo a la ventanilla que habías pasado.

★ ★ ★ ★ ★ Recomiendo hacer cita, la fila le da vuelta al lugar. Anexo foto con teléfonos y horarios. Después de las 3pm se termina el horario de atención. Es importante llevar los documentos con copia (para el recibo de luz de Internet sin dos copias, una de ella será tomada como original), un@ policía está en la entrada verificando dichos doc. Cerca del lugar se pone una camioneta para vender copias, también hay un par de papelerías cruzando el puente a la altura de la universidad.

Antes los trámites para constancia de NO antecedentes penales se realizaban aquí pero actualmente es en Av. Melchor Ocampo No. 171, colonia Tlaxpana, Delegación Miguel Hidalgo C.P. 011370. Con los mismos requisitos y horarios.
Así que no vale la pena ni siquiera darse la vuelta por acá.
