El certificado de estudios se le debe otorgar a cualquier estudiante independientemente si desea titularse o no porque es un derecho, negar este va en contra de la ley.
Ustedes como institución de "calidad" porque no dan seguimiento efectivo a sus estudiantes para este tipo de trámites, al ser privados también están sujetos a revisión por parte de las instancias de gobierno con las que mantienen un convenio sea SEC, SEP, DGUT, etc.
Saludos cordiales, espero pronto revolver el trámite que tengo con ustedes por la vía administrativa conducente y evitar tomar desiciones innecesarias.
