Los primeros cien años estaba en el jardín principal de la ciudad, posteriormente se cambió a su actual ubicación. Cabe mencionar que está ya estaba desde hacía algunos años en honor a Carlos IV pero se modificó para lo antes dicho. En el lado Sur de la base puedes encontrar una cápsula del tiempo que se abrirá en 2060 Así que recomiendo visitarla o tomarse un tiempo para admirarla. Fue el monumento dedicado a la Independencia de México. Originalmente ubicado en el centro del jardín principal. Durante sus maniobras, el águila se cayo y fue sustituida por la que actualmente se encuentra en la columna. Un lugar sencillo pero con mucho arraigo en los celayenses.
