En este edificio se encuentra la Biblioteca Central "Dolores Castarrica", la Galería "Loreto Encinas de Avilés", también el Teatro Morelos 380 cómodas butacas, y aulas equipadas, en las que se ofrecen clases de danza regional mexicana, jazz, ballet clásico, bailes de salón, música y teatro.

★ ★ ★ ★ ★ Está muy descuidado, si bien es uno de los primeros edificios que tuvo la delegación ahora alcaldía ningún delegado le ha invertido para conservarlo en óptimas condiciones se inunda en temporada de lluvias la parte del mural y sus oficinas que son de atención pública están viejas y feas.

★ ★ ★ ★ ★ Un lugar muy tranquilo, la biblioteca tiene muchos libros ,pero hace falta mantenimiento ,sigue casi el mismo inmobiliario desde hace décadas, por lo demás un exelente lugar para estudiar,buscar información etc.

★ ★ ★ ★ ★ Buen lugar para asistir, sobre todo en agosto cuando se realiza la Feria del Hongo. Las instalaciones son buenas para un público mediano y cuenta con servicios sanitarios adecuados a un teatro y centro de convenciones de su capacidad.
Good place to attend, especially in August when the Mushroom Fair takes place. The facilities are good for a medium audience and it has adequate toilets for a theater and convention center of its capacity.
