There are very long lines for the World Cup, it took me 4 hours to process a visa, but keeping everything in order there are no complications. Don't be fooled if you see few people, travel agencies are the first to arrive long before it opens and they do the paperwork for a lot of people. You have to queue early and there is nowhere to sit, go with breakfast and in comfortable clothes. The procedure is done at the back on the street that overlooks La Salle. The facilities where you do these procedures are somewhat improvised and old but nothing that prevents them from doing their job well.
