Nació en el municipio de Huauchinango, arquitecto de profesión, egresado de la Benemérita Universidad Autónoma de Puebla (BUAP), con estudios de maestría en la especialidad de Restauración de Monumentos y Sitios Históricos, por parte de la Escuela Nacional de Conservación y Museografía del Instituto Nacional de Antropología e Historia (INAH) y doctorado en Conservación del Patrimonio Edificado.
El también ex coordinador general del Consejo de la Crónica del estado de Puebla, desempeñó el cargo de gerente del Centro Histórico y secretario de Gestión Urbana y Obra Pública, en administraciones anteriores. Además, fue miembro y tesorero de la Asociación de Arquitectos y Restauradores de México, y presidente del Colegio de Arquitectos de Puebla.
Cuenta con diversas publicaciones como: "Puebla Ayer y Hoy", "La toma de Puebla 1863", "La Ruta de los Conventos del siglo XVI", "La Catedral de Puebla, Memoria de Arquitectura", entre otras.

★ ★ ★ ★ ★ There's a wonderful exhibition here celebrating the 475th Anniversary of the Diocese of Puebla. It features treasures from the Cathedral. The sculptures are stunning. And the artworks give one a small glimpse of the history of the city and how important the church has been to its development and prosperity.

★ ★ ★ ★ ★ The famous Biblioteca Palafoxiana is upstairs on the 1st floor. Been there a couple of times when there were live performances on the ground floor. Usually there have been art exhibitions in the rooms surrounding the court yard - both ground floor and 1st floor. Creepy Victor Hugo death mask on the wall - and an inscription by him apologising for the French invasion.

★ ★ ★ ★ ★ Close to the city, accessible, and during the month of may (which is when I went) they have a lot of events. Any day during the month of may is a good day to go specially since they also have vendors selling things so it is a nice way eat and buy things you would normally miss out on if you didn’t know the city well enough.

★ ★ ★ ★ ★ Extremely disappointing that they have not made any efforts to make this place wheelchair accessible. Some friendly tourists helped us lift our wheelchair up the stairs, but that was just lucky. There was an elevator in Chapultepec Castle in 1896, so there is absolutely no reason not to have an elevator in Puebla's "House of Culture" in 2022. Clearly, they don't care about sharing their culture with people with disabilities.
