Parece que se construyó sólo porque su construcción era negocio. Como todo edificio de la administración municipal tiene a convertirse en oficina pública. Otro templo dedicado a la burocracia. A management mistake by the City Council. It has never been used properly. It seems that it was built only because its construction was business. Like any municipal administration building, it has to become a public office. Another temple dedicated to the bureaucracy.
