Terrible billing service, and staff who answer the phone is pedantic and rude, it bothers him to bill over the phone; argues that the invoice must be requested at the window.

Your billing portal does not work, you call to request the invoice and the lady who answers the phone, apart from being very rude, denies you the attention saying that the invoices must be requested at the window. The lady who was there before never denied the service.
