Son los encargados de la ejecución de los trabajos de edificación y obras de mantenimiento, en las escuelas de educación básica, media superior y superior en el estado de Tlaxcala. Las obras que se ejecutan son programas y autorizadas por la USET. En esta dependencia se realizan licitaciones para poder realizar las obras. Para participar en la mayoría de estas licitaciones, se debe de estar inscrito en el padrón de contratistas de esta institución, que en este año 2018 tiene un costo de $1,500.00 pesos.
