Il était un dirigeant syndical mexicain et un homme d'État d'idéologie libérale-socialiste. Il se caractérisait par sa lutte en faveur des droits du peuple, contrairement au régime oppressif des riches espagnols qui avaient gouverné, par le commerce, les côtes de Guerrero dans la seconde moitié du XIXe siècle et au début du XXe siècle. Il fonda le Partido Obrero de Acapulco, dans lequel il fut nommé candidat à la présidence municipale d'Acapulco, triomphant en tant que premier parti d'opposition dans le port à la fin de 1919. Quelques mois plus tard, déjà en 1920, il fonda le journal "Regeneración", médium qui répandait les injustices et la corruption du pouvoir politique sur la côte de Guerrero à cette époque. Après de nombreuses tentatives d'assassinat par les tueurs à gages au service de l'oligarchie espagnole qui contrôlait Acapulco, il fut finalement exécuté en décembre 1923 par Fausto Morlet.

He was a Mexican trade union leader and statesman of liberal-socialist ideology. It was characterized by its struggle for the rights of the people, unlike the oppressive regime of the wealthy Spaniards who had ruled, through trade, the coasts of Guerrero in the second half of the 19th century and the beginning of the 20th century. He founded the Partido Obrero de Acapulco, in which he was nominated candidate for the municipal presidency of Acapulco, triumphing as the first opposition party in the port at the end of 1919. A few months later, already in 1920, he founded the newspaper "Regeneración", a medium that spread the injustices and corruption of political power on the coast of Guerrero at that time. After numerous assassination attempts by contract killers in the service of the Spanish oligarchy which controlled Acapulco, he was finally executed in December 1923 by Fausto Morlet.
