Fue inaugurada por primera vez el 20 de noviembre de 1978 en ocasión de las fiestas patrias del primer centenario del Instituto Juárez, por el presidente José López Portillo. Al crearse otras carreras se tiene como consecuencia el incremento de la población estudiantil y aunado a esto la demanda de los servicios bibliotecarios.
Por el incremento de estas demandas se da pie a un edificio nuevo para la biblioteca, construido y equipado gracias al apoyo de las autoridades federales y estatales, como base para las tareas académicas dando inicio la construcción del nuevo edificio en septiembre de 1991.
Posteriormente fue reinaugurado el 20 de mayo de 1993 por el presidente Carlos Salinas de Gortari; surgiendo también nuevos servicios que son puestos a disposición desde esta fecha a profesores-investigadores, alumnos y usuarios universitarios.
Library of the Academic Division of Administrative Economic Sciences "Lic. Manuel Bartlett Bautista"
It was inaugurated for the first time on November 20, 1978 on the occasion of the national celebrations of the first centenary of the Juárez Institute, by President José López Portillo. The creation of other careers has the consequence of increasing the student population and in addition to this the demand for library services.
Due to the increase in these demands, a new library building is created, built and equipped thanks to the support of the federal and state authorities, as the basis for the academic tasks, beginning the construction of the new building in September 1991.
Later it was reopened on May 20, 1993 by President Carlos Salinas de Gortari; Also emerging new services that are made available from this date to professor-researchers, students and university users.

A compareción de la biblioteca de la otra división esta todo el tiempo tiene las luces apagadas.
Y no está bien acondicionada debido a que desde que entré hay un manchón de humedad en una de sus esquinas
