If you’re looking for a bicycle workshop in Cdmx, here’s an excellent option quality-low cost, here you could get for a repair of a flat tire until a whole bike, (Oscar is very kind and he could adapted to your estimated budget) in this place you won’t be deceived. ;)
Good price, adequate-excellent quality-cost ratio, here you can get from a quick repair to patching an inner tube to a complete bike, (in some issues your budget can be adapted) here they do not give you a pig in a poke. ;).

Cet atelier a des prix équitables et excellent service. Oskar même a armé mon vélo de route avec Shimano Claris. Les jeudi par les nuits il faire des parcours pour la ville de Mexique à vélo, et les dimanches parcours plus longues.

This workshop has fair prices and excellent service. Oskar even outfitted my road bike with Shimano Claris. On Thursday nights it does routes for the city of Mexico by bicycle, and on Sundays longer routes.
