★ ★ ★ ★ ★ Me pareció un edificio estéril y sin un sentido de identidad, sobre todo por estar en una zona tan céntrica y en una ciudad tan importante para el país. Se observa también que es la única zona a la cual le brindan mayor atención y mantenimiento del centro histórico, ya que el resto se observa un tanto decadente.
