Un Comité de Paliceños, llamado la Junta de Mejoras Materiales, durante la gestión del Lic. Pablo Gonzales Lastra, decide establecer en este sitio un parque en honor a la Libertad, puesto que en 1868 Palizada recibe el Nombramiento de Patriotica y LIBERAL, que serviría para que los viajeros aguardaran la llegada y partida de los barcos.
