Update 08 Dec 2020: 6 months after the start of the process has not yet finished. That if the benefits are not up to them, it is up to the university finances, to wait for them to call, to send more emails, that they do not go by contingency, what a bureaucrat's day ... There is no efficiency or willingness to resolve these processes. That's how college has always been unless you have an acquaintance so that someone "looks good" will speed things up for you.
