La primera etapa del Centro de Seguridad Ciudadana corresponde al Edificio de Tránsito que requirió una inversión de casi 36 millones de pesos y consiste en un edificio acondicionado para oficinas, sala de juntas, área de cocina, comedor, áreas de descanso, baños, pisos y plafones y que entrará en operación de manera inmediata. Testigos de éste hecho, el Tte. Coronel de Infantería, Luis Alberto Rodríguez representante de la 3ra. Región militar; Capitán de Fragata, Infante de Marina José Nuño Flores representante de la 4ta. Zona naval; Dr. Comandante Juan Antonio Murillo Rojo, Secretario de Seguridad Pública Municipal; Secretaria del Ayuntamiento Lic. Ma. del Rosario Torres Noriega, Ing. Edgar Laguna Buitrón Investigador federal encargado de la agencia de investigación criminal con sub sede en Mazatlán, así como funcionarios municipales. En su participación el alcalde reconoció el gran trabajo realizado por los elementos de seguridad municipales, también mencionó que esta es una obra que le da certeza a la ciudadanía de que vamos a seguir trabajando en el tema de la seguridad, puntualizó, esta es una gran obra que nos va a hacer sentir orgullosos de nuestro querido Mazatlán.
